Ukrainian Officials Caught in Huge Embezzlement Scandal

On August 23, 2023, the Ukrainian National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) uncovered a scheme that cost Ukrzaliznytsia (Ukraine’s state-owned national railway company) over 62.5 million UAH in embezzled funds.

Ukrzaliznytsia is one of Europe’s largest railway operators with an expansive network size and annual freight and passenger throughput.

In March 2022, due to the full-scale invasion by Russia, there was a need to obtain food products for national security purposes under wartime conditions.

High ranking officials from both former and current administrations were involved in the scam.

The First Deputy Minister of Agrarian Policy and Food was at the center of it all as he manipulated his position to approve payment invoices that transferred overcharged funds to a selected company called LLC 1.

The company then purchased food products from Poland at market prices through an intermediary firm connected by family ties to its head – all while increasing the cost per kilogram of these goods by 150% (from UAH 30 to UAH 75).

As a result, Ukrzaliznytsia paid LLC 1 more than 28.8 million including VAT between March and August 2022 even though they were aware of local manufacturers who could have supplied these items at much lower costs.

In addition to this, another shady company called LLC 2 acquired food products from Turkey at inflated prices as well.

This resulted in another 33.7 million being funneled away unlawfully during this same period via suspicious foreign entities for money laundering purposes according to NABU investigators who discovered drafts outlining how these illicit gains were distributed during searches conducted on scheme participants’ premises.

It goes without saying that corruption can come in many forms which often times is hard for law enforcement agencies across Ukraine and beyond to detect especially when high ranking government officials are involved like in this case here where more than 62 million UAH was reportedly embezzled via Ukrzaliznytsia procurement processes amidst the ongoing conflict with Russia.

This proves once again that no nation is immune from such criminal activities despite their political alignment or economic standing in the world today.
